Mr. Billings’ practice concentrates heavily in tax, litigation, corporate and business-related transactions, as well as estate planning, probate matters, retirement planning, and criminal tax investigations. Mr. Billings brings unique experience and depth to the tax and business areas beginning with his employment with the United States Treasury Department (Chief Counsels of the Internal Revenue Service in Washington, D.C.) for the first three years of his legal career (1972-1975) followed by two years of representation (1975-1977) of the Internal Revenue Service before the United States Tax Court while working at the District Counsels Office in Dallas, Texas, and continuing thereafter in private practice representing individuals, corporations, companies, and estates from a multi-faceted perspective. His knowledge in the tax, and particularly the tax litigation/controversy area in dealing with difficult issues with direct coordination with the Internal Revenue Service, the Texas Comptroller’s Office, and regulatory bodies has resulted in a broad base of clients and referral sources seeking his expertise.

Professional Honors and Activities

Mr. Billings has spoken at numerous programs, both at the State and local levels in connection with tax, tax controversy, estate planning, and other related areas. He has held positions with the Dallas Bar Association and is admitted to the State Bar of Texas, the American Bar Association, and the Dallas Bar Association. He is a member and licensed to practice before the United States Tax Court, Federal Claims Court, Northern District of Texas and Eastern District of Texas.
